In the absence of water used for the ablution of the 'ā'in (person with the evil eye), is there another effective treatment for someone afflicted by the evil eye and envy?
The treatment for the evil eye and envy is not limited to washing with the water of the person who cast the evil eye; it also includes Prophetic treatment through seeking refuge and incantations (ruqya). Among the most beneficial incantations are reciting the two Surahs of refuge (Al-Mu'awwidhatayn), Surat Al-Fatihah, Ayat Al-Kursī, and the Prophetic supplications for seeking refuge.
Ibn Al-Qayyim mentioned that envy is the root cause of being afflicted by the evil eye. Incantations for the evil eye and poisons are the most beneficial, as stated in the Hadith: "There is no ruqya except for the evil eye or poison."
The Prophet (peace be upon him) commanded Aisha to seek ruqya for the evil eye, and he commanded Umm Salamah to seek ruqya for a slave girl of hers who had a "suf'ah" (a dark spot or unhealthy appearance), which indicates the importance of ruqya.
