Is it permissible to say, "Fear Allah and fear those who do not fear Allah," and is it obligatory to fear those who do not fear Allah?

First: The fear of Allah is one of the noblest acts of worship. It is the praiseworthy fear that motivates a servant to obey Allah and avoid His disobedience, not the fear that leads to despair and despondency.

Second: Allah the Almighty forbade the believer from fearing people and the allies of Satan, and commanded fear of Him alone. This is because Allah suffices the one who trusts in Him and is pious, protecting him from all evil, and no one is given power over him. Rather, a servant is given power over himself due to his sins and his fear of other than Allah. Therefore, whoever fears Allah and repents from his sins, no one will be given power over him. Consequently, the saying "I fear you and I fear whoever does not fear you" is a baseless statement and impermissible.
