Is it permissible to delay the intention of ihram for Umrah until after purification from menstruation in Ta'if, then to enter into ihram from there?

If the intention is to go to Mecca first, then one must enter into ihram from the Miqat when passing by it, based on the Prophet’s (peace be upon him) statement regarding the Miqats: "They are for them, and for anyone who comes upon them from outside their inhabitants, intending Hajj or Umrah." One must enter into ihram even if the woman is menstruating, but she should not circumambulate the Kaaba until she becomes pure.

If one goes from Mecca to Ta'if during menstruation and before circumambulating, the woman remains in her state of ihram and refrains from the prohibitions of ihram until she returns to complete the Umrah. She does not need to enter into ihram anew.

However, if she went to Ta'if first without ihram, then after she becomes pure, she should enter into ihram from Qarn al-Manazil (As-Sail al-Kabeer) if she intends Umrah. If Umrah is not feasible and she returns from Ta'if, there is nothing upon her, because merely intending Umrah without the intention of ihram does not obligate anything.
