The answer

Menstruation does not prevent one from entering into a state of ihram. Therefore, it is permissible for a woman to go for Umrah and enter into ihram from the Miqat. However, she should not circumambulate the Kaaba until she becomes pure and performs ghusl (ritual bath), based on the Prophet's (peace and blessings be upon him) saying to Aisha: "Do everything a pilgrim does, except circumambulate the Kaaba until you become pure." She should also not perform Sa'i between Safa and Marwa except after performing Tawaf. The woman remains in a state of ihram until she becomes pure, performs the rituals of Umrah, and then exits ihram. If she is unable to remain in Mecca until she becomes pure, she may follow the fatwa number: 54736.
