The answer

Whoever wishes to repeat Umrah must exit their state of Iḥrām by shaving or shortening their hair, then go out to the nearest point outside the Haram boundary (Ḥill), such as Tanʿīm or Jiʿrānah, to enter into Iḥrām for the second Umrah. This is because Umrah requires combining the Ḥill (area outside the Haram) and the Haram (sanctuary), as the Prophet, peace and blessings be upon him, did with Ā’ishah, may Allah be pleased with her. If one enters into Iḥrām for Umrah from Makkah without going out to the Ḥill, their Umrah is valid, but they incur a sin and must offer a compensatory sacrifice (dam).
