The answer

The basic ruling for plucking eyebrows (al-nams) is that it is forbidden, due to the Prophet's (peace and blessings be upon him) saying: "Allah has cursed the women who tattoo and those who have themselves tattooed, those who pluck eyebrows and those who have them plucked, and those who separate their teeth for beauty, altering Allah's creation."

It is permissible to remove hair from the eyebrows in two cases: for therapeutic necessity, or if the eyebrow hair is excessively long to a harmful or disfiguring extent, reaching the point of distortion. It should be noted that necessity is assessed by its measure, and the intent is solely to remove the distortion. Islam has permitted beautifying one's appearance and presenting oneself in a way that does not invite others' ridicule, based on Allah's saying: "Take your adornment at every place of prayer" (Quran 7:31) and the Prophet's (peace and blessings be upon him) saying: "Indeed, Allah is beautiful and loves beauty."
