Is it better to continue performing 'Umrah whenever money is available, or to save it for performing the obligatory Hajj, knowing that the costs of Hajj are exorbitant and continuously increasing?

Hajj is one of the pillars of Islam, and whoever is able to perform it, it becomes obligatory upon him, as Allah Almighty says: {And [due] to Allah from the people is Hajj to the House - for whoever is able to find thereto a way. And whoever disbelieves - then indeed, Allah is free from need of the worlds} [Aal Imran: 97]. As for 'Umrah, scholars have differed regarding its obligation. If the money a Muslim spends on 'Umrah will affect his ability to perform the obligatory Hajj, then he should not spend anything on an 'Umrah trip until he has performed the obligatory Hajj.
