Hajj is one of the pillars of Islam, and whoever is able to perform it, it becomes obligatory upon him, as Allah Almighty says: {And [due] to Allah from the people is Hajj to the House - for whoever is able to find thereto a way. And whoever disbelieves - then indeed, Allah is free from need of the worlds} [Aal Imran: 97]. As for 'Umrah, scholars have differed regarding its obligation. If the money a Muslim spends on 'Umrah will affect his ability to perform the obligatory Hajj, then he should not spend anything on an 'Umrah trip until he has performed the obligatory Hajj.
