Umrah is obligatory once in a lifetime for those who are able, whether they are residents of Makkah or elsewhere. Umrah becomes obligatory immediately according to the Hanbalis. The Shafi'is permit delaying it, provided there is an intention to perform it in the future, unless there is a fear of perishing. Umrah is not obligatory unless one possesses provisions and a ride that are in excess of their debts and the maintenance of their dependents. Whoever does not own a dwelling is not obligated to perform Umrah because they are not able.
