Is it permissible to perform the funeral prayer and burial in Muslim cemeteries for a person who testified that there is no god but Allah and that Muhammad is His Messenger, and who fasted and prayed, but habitually engaged in usury and insisted upon it, and who did not pay zakat or perform Hajj despite being able to, claiming that his money was illicit?

Dealing with usury and neglecting Hajj despite being able to are major sins. However, if a person dies bearing witness to the truth, performing the five daily prayers, and fasting Ramadan, and has not committed an act that would take him out of the religion, then he is a disobedient Muslim whose affair is with Allah the Almighty. He should be prayed over and buried in Muslim cemeteries, because Allah the Almighty says: "Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills." [An-Nisa: 48].
