Is it permissible to print booklets containing chapters (surahs) from the Quran (Al-Kahf and Al-Baqarah) or a complete Mushaf, along with an interpretation and translation of the verses, in printing presses managed by non-Muslims in non-Islamic countries, knowing that a non-Muslim is forbidden from touching the Mushaf?

It is not permissible to enable a disbeliever to print the Mushaf (copy of the Qur'an) or parts of it, or to touch it, whether it is a complete Mushaf or parts of it. The presence of Muslims in Western countries does not justify this, as copies of the Qur'an are available in Islamic centers and libraries, and they can be printed in Islamic countries and brought over by Muslims.
