Is it permissible to read the Quran from a Mushaf gifted with blank pages?

There is no harm in reading from the aforementioned Mushaf, but the rules of stopping and starting (waqf and ibtida’) should be observed. The questioner should present the Mushaf to Quran memorizers to verify the blank pages and whether there is any deficiency in them, as reciting an entire surah is preferable to reciting only part of it.
