Is blood (a sacrificial offering) required from one who entered into a state of Ihram for Umrah from a hotel and intended to commence its rituals, but does not remember if he recited the Talbiyah before leaving the Miqat or not, knowing that he did recite the Talbiyah before arriving in Makkah, and given that the Hanafi school stipulates combining the Talbiyah with the intention of circumambulating (Tawaf)?

The Hanafi school stipulates that for the ihram (definition) to be valid, the intention for Hajj or Umrah (definition) must be accompanied by the talbiyah (definition) or a dhikr that stands in its place, such as tahlil or tasbih. Abu Yusuf, however, (who agrees with the majority) holds that ihram becomes valid by intention alone. If the talbiyah or what stands in its place is not performed at the time of ihram, then the Umrah is not valid according to the Hanafis. However, if you entered into ihram with the intention and talbiyah before entering Mecca, your ihram is valid, and you are required to offer a sacrifice (dam) for passing the miqat (definition) without being in ihram. This is a sheep to be slaughtered in the Haram (definition) and distributed to the poor. It is permissible for you to follow the view of the majority, which deems intention sufficient, as an ordinary person is not obligated to adhere to a specific school of thought.
