Is arrangement obligatory when making up missed prayers, or should the prayer whose necessary time is feared to elapse be made up?

If someone misses a prayer due to sleep or forgetfulness, they must make it up immediately upon remembering it, based on the Prophet's (PBUH) saying: "Whoever forgets a prayer or sleeps through it, its expiation is to pray it when he remembers it."

If one remembers it during the time of another prayer, the majority of jurists (Hanafis, Malikis, and Hanbalis) hold that it is obligatory to observe the order between the missed prayers and the current prayer if there is ample time. One should start with the missed prayers, then perform the current one, unless the time for the current prayer is limited, in which case it should be given priority.

Conversely, the Shafi'is stated that sequencing is not obligatory but rather recommended (sunnah). It is recommended to prioritize missed prayers over the current one, but if one fears missing the current prayer, it becomes obligatory to begin with it.
