Is it permissible to sell or rent residential homes within the boundaries of the Meccan Haram, to those other than Hajj and Umrah pilgrims?

Scholars have differed on the ruling concerning the sale, ownership, and rental of houses in Mecca. Some have absolutely prohibited it, while others have absolutely permitted it. Some have elaborated, such as Sheikh al-Islam Ibn Taymiyyah, who holds that it is permissible to own the property itself (the 'ayn) but not its usufruct (manfa'ah). Thus, the owner of the house must open it for people to dwell in without rent if he no longer needs it. Sheikh Ibn Uthaymeen leaned towards the permissibility of selling and renting them, considering this view to be the correct one in practice. He held that the verse "equally the dweller therein" pertains to the places of ritual (Masha'ir), not to houses.
