Is it permissible to seek help from someone to undo black magic (sihr) who requests that a paper written in red ink be placed in water for bathing in a location other than the bathroom, stipulates that its contents must not be seen, and provides incense?

This person is a charlatan and a sorcerer, because he uses incense for ruqyah (definition) and stipulates not seeing what is on the paper, which indicates that he writes talismans. What is permissible is writing verses and supplications, drinking their water, or washing with it. It is obligatory to stay away from this person, seek Allah’s help in repelling affliction, and perform ruqyah on the sick person with the Qur’an and the reported supplications.
