What should I do if I am treated with water in which there is a paper with writing on it, given my suspicion about the raqi due to some conditions not being met in him, such as his not lowering his gaze and his touching my hand when taking money? Is specifying the use of the water after Maghrib considered sorcery? Does the raqi's not meeting all conditions mean that his ruqyah is not legitimate?

A person is permitted to perform Ruqyah (exorcism/healing through prayer) if they fear being afflicted by jinn possession. There is no harm in adopting the view of those who permit writing down Quranic verses, dissolving them in water, and then having the afflicted person drink or bathe with that water. One must ensure that what is written is indeed the Quran, as some charlatans may mix prohibited elements with it. It is preferable for the one performing Ruqyah to have sound beliefs and be upright. However, it is permissible to seek Ruqyah from someone known to be effective, even if they are disobedient Muslims, or even a non-believer, provided one is certain that their Ruqyah is free from shirk (polytheism) and does not contain anything whose meaning is unknown.
