Is it permissible to ease the rules of Quranic recitation for sheikhs for the purpose of completing the Quran?

Reducing the rules of recitation in a way that compromises the articulation points (makharij) or characteristics (sifat), or alters the meaning, is forbidden. If the obligatory amount is fulfilled, then anything beyond that for improving pronunciation and fluency is recommended (mustahabb) but not obligatory. It is permissible to read quickly, without excessive speed, while observing the rules of Tajwid. This is known as "al-hadr."
