What is the ruling concerning someone who entered into the state of ihram for Umrah from Egypt, but was unable to go to Makkah due to severe overcrowding and exhaustion, knowing that he performed Umrah many times thereafter?

It is not permissible to abandon the state of ihram after entering into it; rather, the ritual must be completed. Hardship is not a reason for exiting ihram unless this was stipulated at the time of entering ihram. Since you performed the second Umrah, you have completed the acts of the first Umrah, and your second ihram was not valid.

Regarding the prohibitions of ihram before the second Umrah: - What was destructive in nature (such as shaving or cutting hair, and trimming nails): You owe a fidyah for each category, and the fidyah is sacrificing a sheep, or feeding six needy persons, or fasting for three days. - What was for luxury (such as wearing tailored clothes, anointing the head with oil, perfuming oneself, and a man covering his head): There is no expiation for this due to ignorance or forgetfulness. - Sexual intercourse and its preliminaries: There is no fidyah for the forgetful or ignorant person, and the ritual is not invalidated by it.
