What is the complete legal Ruqyah for healing from illnesses and pains? Is it a condition to recite it over water and oil, or can it be recited directly? Is it obligatory to place the hand on the site of pain or on the head? Is Wudu’ (ablution) a condition, or is Ghusl (major ritual purity) sufficient for the reciter? How many times should it be recited? And what are the manners of legal Ruqyah?

The Quran is a means of healing and dispelling distress. Treatment can be done with Al-Fatiha and the two Surahs of refuge (Al-Mu'awwidhatayn). The Prophet, peace and blessings be upon him, used to recite the Mu'awwidhatayn upon himself and wipe with his hand, supplicating: "Remove the suffering, O Lord of mankind, and heal, You are the Healer. There is no healing except Your healing, a healing that leaves no illness."

Supplications are answered by the Greatest Name of Allah and the supplication of Yunus (Jonah), peace be upon him: "There is no deity except You; exalted are You. Indeed, I was of the wrongdoers."

There is no harm in reciting over oil and water, as the predecessors did so. It is permissible to recite directly on the patient with a hand placed on the site of pain, or to blow into the cupped hands and then wipe with them.

Recitation while in a state of ablution is preferable, but if not possible, there is no harm.
