Is a person's performing ruqyah on himself or on others included among "those who seek ruqyah" mentioned in the Hadith, or does the Hadith refer only to those who seek ruqyah from others?

The referred-to hadith is authentic, and the meaning of "they do not seek ruqyah" is that they do not ask anyone for ruqyah due to their complete reliance on Allah, or they do not seek ruqyah in the manner of the people of Jahiliyyah. It is clear from this that a person performing ruqyah for himself or for others with the legitimate ruqyah does not fall under the meaning of the hadith, and the Prophet, peace and blessings be upon him, performed ruqyah for himself and for others.
