Should the Quran be recited according to the rules of established recitation (tajwid) or by prioritizing the jurisprudential ruling, especially when they differ on issues such as audibly reciting the Basmalah and the number of prostrations of recitation (sujud al-tilawah)?

What the Sheikh mentioned about these rulings being mutawatir (of continuous, successive transmission) — he probably does not mean tawatur in its technical, اصطلاحي sense, as the two issues mentioned are among the most famous matters of dispute among scholars. What is incumbent upon the layman regarding disputed matters is to follow the most trustworthy person in his estimation. If scholars are equal [in trustworthiness] and fatwas differ, he is permitted to follow whomever he wishes, without seeking out concessions.
