What is the religious ruling on not helping those in need, and are relatives and neighbors sinful if they refrain from offering help despite knowing of the dire need?

The reward for helping the needy should be preserved by not boasting or causing harm. A Muslim helping his brother is commendable. One does not sin by refraining from helping in all circumstances. There is no need to show one's need to someone who refrains from helping, to avoid self-abasement. Guarding against envy is generally prescribed, but it should not lead to obsessive doubts. One should direct oneself towards what benefits them in their religion and their worldly life.
