Is an intoxicant or narcotic considered ritually impure (najis) like alcohol, and is it permissible to use cosmetics that contain them?

Intoxicating and mind-altering substances are forbidden, but they do not fall under the ruling of Khamr (wine/alcohol) unless a large amount of them causes intoxication, such as hashish, which intoxicates, and its consumer is subject to the prescribed punishment and becomes impure. As for substances that remove consciousness without intoxication, such as anesthesia and mind-altering drugs (mufattir), their user is subject to discretionary punishment (ta'zir), and they are pure. The Prophet, peace and blessings be upon him, forbade every intoxicant and every mind-altering substance (mufattir). Therefore, mind-altering substances are pure, but consuming them is forbidden. There is no objection to using cosmetic products if they contain a non-intoxicating anesthetic substance or alcohol in a small, absorbed, or transformed proportion.
