If a woman enters Mecca not intending to perform Hajj or 'Umrah, there is no harm in her entering without ihram. However, if her entry is for Hajj or 'Umrah and she passes the miqat without ihram, she must return to the miqat to assume ihram from there. If she does not do so and assumes ihram from Mecca, she must offer a sacrifice (a sheep to be slaughtered in the Haram and distributed to the poor). Menstruation does not prevent one from assuming ihram, but circumambulation (tawaf) is not permissible until after purification.
