Is it permissible for an uncircumcised child to accompany someone to perform 'Umrah? And what is the ruling on that?

There is no objection to a son performing Umrah before being circumcised. Circumcision is not obligatory until after puberty. However, it is recommended for the guardian to circumcise the young child during his infancy because it is easier for him.
