If the external project is not affiliated with the governmental workplace, then it is not permissible to work on it during official working hours except with the administration's permission. If this work harms the governmental work, then whatever is earned from it belongs to the governmental interest, either entirely or proportionally to the extent of the harm. It is not permissible to sign for the receipt of money that has not been received, due to the deception, falsehood, betrayal, and assistance in unjustly consuming wealth involved therein. Allah has warned those who seize a Muslim's wealth unjustly and those who mishandle Allah's wealth unjustly.
