The answer

It is not permissible to change one's sex to alter Allah's creation. The young man who is attracted to men must fear Allah, be patient, and restrain himself from this deviant inclination. He should consult psychiatrists, and make abundant supplications. Marriage to a woman may help him in his treatment.

However, if trustworthy doctors determine that his feminine characteristics are dominant, then there is no harm in performing a sex reassignment surgery due to the hardship involved in him remaining in his current state, and his family should not object.

Masturbation is forbidden, and it is not permissible for the family to kill the young man under any circumstances, for killing a soul unjustly is a grave sin.
