What is the meaning of Allah being the Owner of the Qur’an, and does it mean that He has the power to do whatever He wills with it?

The Quran is the Word of Allah, one of His attributes. From Him it originated and to Him it will return. Allah is the Master of all things, and the Quran is under His control and management. Allah spoke it by His will and sent it down to His Messenger through Jibreel by His will, and He will raise it up at the end of time by His will.
