When is Zakat al-Fitr given and where is it distributed? Is it permissible for the mosque’s imam to collect it and distribute it later? Is it affected by financial inflation? Is it permissible to send it to the Mujahideen or put it into a mosque construction fund?

The time for zakat al-fitr is from the night of Eid until before the Eid prayer. It is permissible to give it two or three days in advance. It is given to the poor Muslims in the country where it is disbursed, and it is permissible to transfer it to another country that is in greater need. The imam of the mosque may collect it and distribute it to the poor, provided it reaches the beneficiaries before the Eid prayer. Its amount is a legal "sa" (measure), which is not subject to inflation. It is waived for whoever possesses only enough food for the day of Eid for himself and those he supports. It is not permissible to use it for building mosques or charitable projects.
