Is it obligatory to perform ablution (wudu') to read the Qur'an for someone who cannot maintain their ablution due to constant flatulence?

Touching the Mushaf requires purity, based on the Almighty's saying: ﴿None touch it except the purified﴾ [Al-Waqi'ah: 79], and the Prophet's (PBUH) saying: "None should touch the Qur'an except one who is pure." As for reciting from memory or from a device and the like, purity is not a condition for it. Muslims have unanimously agreed on the permissibility of reciting the Qur'an for one who is in a state of minor ritual impurity, though it is preferable to purify oneself for it.
