The striving (Sa'y) performed by someone before the circumambulation (Tawaf) is not valid, and he must repeat it after the Tawaf, because one of the conditions for the validity of Sa'y is that it must be performed after a valid Tawaf. Whoever does this remains in a state of ihram. If he is in Mecca, he must perform the Tawaf, Sa'y, and shorten his hair to complete his 'Umrah. If he has left, he must return to complete it. If returning is impossible, and he had previously stipulated a condition upon entering ihram, then he may exit ihram without offering a sacrifice (Hady).
