What is the ruling on speaking in English without necessity?

The Arabic language is the most elevated and richest of languages; Allah chose it for the Holy Quran, and it is the emblem of Islam and its people. Scholars such as Ibn Taymiyyah, Al-Shafi'i, and Ibn Uthaymeen are of the opinion that speaking in non-Arabic languages is disliked if the speaker knows Arabic, unless there is a necessity, for the Arabic language is the basis for understanding the Book and the Sunnah (definition). Umar ibn al-Khattab encouraged learning Arabic, emphasizing its importance in religion.
