A woman is prohibited from covering her face with a niqab during ihram (definition). If she needs to cover her face from men, she should drop a garment from above her head over her face. If this garment touches her face, there is no harm in that, according to the preponderant opinion of the scholars, because a dropped garment usually does not avoid touching the face.
