The answer

Whoever abandons prayer out of denial of its obligation has disbelieved by consensus. As for whoever abandons it out of negligence and laziness, they have disbelieved according to the more preponderant of the two scholarly opinions, based on the saying of the Prophet, peace and blessings be upon him: "The covenant between us and them is prayer; whoever abandons it has disbelieved." Therefore, it is not permissible to perform Hajj or give charity on behalf of someone who died without praying, just as Hajj is not performed nor charity given on behalf of any disbeliever.
