We do not believe it is sufficient to play a cassette for ruqyah on water, because what is required is for the reciter to read over the water and blow into it so that the water absorbs the effect of the reciter. This is as was established in the hadith of Abu Sa’id Al-Khudri, that the Prophet, peace and blessings be upon him, would spit and recite. This cannot be achieved by a cassette. Some scholars have mentioned the permissibility of playing a tape for a patient to hear the Qur’an, while others have disagreed. The Permanent Committee firmly stated that relying solely on a tape is insufficient because ruqyah requires belief, intention, and direct blowing on the patient, which cannot be achieved by a device.
