Is a sacrificial animal (hady) obligatory for someone who enters into the state of ihram for umrah from Tan'im after arriving in Jeddah by ship, and is it permissible to fast three days instead if he does not possess the means to pay for the hady at that time?

If someone intends to perform 'Umrah after arriving in Jeddah, they must enter into a state of Ihrām from there. If they pass the prescribed Mīqāt and enter into Ihrām from Tan'īm, a sacrifice (Hady) becomes obligatory upon them (the minimum is a sheep to be slaughtered in the Haram and distributed among the poor). If they are unable to offer the sacrifice, they must fast for ten days (three in the Haram and seven upon returning to their country). If they become capable of offering the sacrifice after the fast becomes obligatory, it is sufficient, and they are not required to switch from fasting to offering the sacrifice. One can appoint someone to offer the sacrifice or pay its cost to reliable charities. If the Hajj is performed this year without performing a second 'Umrah before it, the Hady of Tamattu' is not required. However, if Hajj and 'Umrah are performed together in one journey, the Hady of Tamattu' becomes obligatory.
