Is it permissible, in Islamic law, to emigrate to a non-Muslim country that enjoys justice and humanity, due to the deprivation of rights such as the prevention of self-employment, investment, and property ownership, and remaining at the mercy of the sponsor in a Muslim country?

Residing in non-Muslim lands is considered a cause for the corruption of one's religion and the loss of morals, due to the decadence and corruption prevalent there, and because its harm outweighs its benefit. This is due to the consequences that result from living alongside disbelievers, engaging in forbidden dealings, being influenced by their morals, and witnessing reprehensible acts.

The Sharia has warned those who reside there and are unable to adhere to their religion, in confirmation of the Almighty's saying: "Indeed, those whom the angels take in death while they are wronging themselves - [the angels] will say, 'In what [condition] were you?' They will say, 'We were oppressed in the land.' They will say, 'Was not the earth of Allah spacious enough for you to emigrate therein?' So, for those, their refuge is Hell - and wretched is it as a destination." [An-Nisa: 97].

Based on this, it is not advisable to travel to reside in lands of disbelief, as a Muslim can seek sustenance anywhere where they are secure in their religion, in confirmation of the Almighty's saying: "And whoever fears Allah - He will make for him a way out And will provide for him from where he does not expect." [At-Talaq: 2-3].

It is preferable to reside in the Prophetic City (Madinah) due to the abundant good within it, and because of its inhabitants, the Messenger of Allah (peace be upon him), and its being the descent point of revelation and the place of blessings.
