It is not permissible to live in the lands of the disbelievers if a person cannot perform the rituals of his religion or does not feel secure about his religion from temptation. It is disliked if he can perform them and feels secure about himself. It is advised not to go except out of necessity. Purchasing a visa is permissible if going to those lands is permissible, and it is not permissible if going is forbidden. It is permissible to pay a bribe to obtain a visa if going is permissible and it does not harm others.
