Laylat al-Qadr shifts among the last ten nights of Ramadan, and this is the view of the majority of scholars, in order to reconcile the different hadiths reported concerning it. It might be on the 27th night in one year, and on the 23rd night in another year, and so on. As for the hadiths that specify Laylat al-Qadr on a particular night, the intention is that it was so only in that specific year.
