Is it permissible to cast the second Jamrah before zawal in order to catch the farewell tawaf and the plane?

Scholars have differed concerning the ruling on stoning the Jamarat during the days of Tashreeq before Zawal (midday). The majority of them prohibit it, and it would not be valid, and this is the preferred opinion in normal circumstances. However, if there is a need to stone before Zawal, such as fear of missing a flight or companions, or if the one stoning is elderly or ill, then there is no harm in doing so. Therefore, you are permitted to stone before Zawal for the reason mentioned.
