Stones should be used first to reduce the impurity and minimize water usage, followed by water for complete purification. If one starts with water, there is no need to use stones thereafter. If one wishes to rely on only one of them, water is better because it purifies. It is disliked to reverse the order (using water for Istinjā’ then stones for Istijmār) without benefit. If the impure discharge contaminates something else, water must be used. As for the discharge exceeding its usual place, water is necessary.
