Is it sufficient to wipe with a wet piece of cloth and then a dry one for istinja’ (cleansing after defecation or urination) and for purification from urine and feces?

Wiping with a wet or moist piece of cloth is not sufficient for istinja (definition)’ (cleaning oneself after defecation or urination) as a substitute for water. This is because its wetness becomes impure upon contact with the impurity, and some of it returns to the place of discharge, becoming like an external impurity. This spreads the impurity. It is forbidden to perform istinja’ with anything wet, impure, or liquid. If one happens to use it for istijmar (cleaning with stones or similar dry objects), it is not sufficient, and one is obligated to wash the area with water. If one prays intentionally before washing it, the prayer must be repeated forever.
