What is the ruling on not returning the greeting of Salaam to one who harms his neighbor and whose evil is not safe from him? And how should he be dealt with?

To deal with an abuser, Allah Almighty guides us in the Holy Quran to three things: turning away from the ignorant, repelling evil with good, and seeking refuge in Allah from the whispers of devils. These divine injunctions require patience and struggle, and they result in transforming enmity into friendship. Responding to abuse with abuse only increases enmity. The Prophet, peace and blessings be upon him, used to treat abusers with gentleness and explain their true nature to his companions. It is also possible to seek help from the Imam of the mosque to remind people of the rights of neighbors and good manners.
