A servant must adhere to obedience to Allah Almighty wherever he is, as the Prophet, peace and blessings be upon him, said: "Fear Allah wherever you are, and follow up a bad deed with a good one, it will efface it, and deal with people with good manners." It is not acceptable to excuse oneself by being in a country whose people do not adhere to Sharia. If the travel is for learning an individual obligation (like the rulings of prayer and fasting), then learning it in a Muslim country is more preferable. But if it is for learning additional knowledge, then traveling for it is not permissible if one fears temptation for oneself.
