Is it permissible to wipe over a loose sock that covers the foot but is slightly away from it when standing, even though one is able to walk in it?

The mere fact that a sock or slipper is wide does not prevent wiping over it if it meets the conditions. So, if it stays on by itself, wiping over it is permissible, even if it is wide. However, if it does not stay on unless it is tied or tightened, the madhhab (school of thought) prohibits wiping over it. But Sheikh Ibn Uthaymeen favored permissibility due to the generality of the texts and to remove hardship.
