What is the ruling on looking at female cartoon images that do not arouse lust, even though they wear shorts that reach the thigh and reveal part of their chest?

If cartoon images incite desires and cause corruption, then it is impermissible to look at them. However, if they do not incite desires and no corruption results from them, then it appears that looking at them is not forbidden, due to a difference between looking at drawn images and real-life looking. Nevertheless, it is preferable to avoid looking at them altogether.
