Is it permissible to watch cartoons that show women’s feet up to the knee?

If cartoon images arouse instincts and stir desires, and looking at them leads to corruption, then it is impermissible to look at them. However, if they do not arouse instincts and do not lead to corruption, then it appears that looking at them is not forbidden, due to the difference between looking at drawn images and real looking. Nevertheless, it is preferable and better to completely avoid looking at such images.
