Islam encourages strengthening ties among Muslims, and this includes a Muslim congratulating his brother on Eid by saying "Taqabbalallahu minna wa mink" (May Allah accept from us and from you), as this has been reported from the Companions of the Prophet, peace and blessings be upon him. There is no harm in shaking hands or kissing the hand, and similar actions, between men and their mahram women, or women and their mahram men, provided there is no fear of temptation and places that incite lust are avoided.
