Do the one who performs hijama and the one on whom it is performed break their fast during Ramadan, and what are the consequences of that?

The cupper and the cupped person break their fast, and they must abstain [from eating and drinking for the rest of the day] and make up for it [later]; because the Prophet, peace and blessings be upon him, said: “The cupper and the cupped person have broken their fast.”
