What is the ruling on downloading iPhone programs and games that contain sound effects and music for others, and am I sinful if they listen to this music, and what should I do about the devices on which I have downloaded these applications if it is wrong?

It is permissible to use games and applications that are permissible in themselves if they are free from شرعي (Islamic legal) prohibitions such as music. If their use is not permissible, then it is not permissible to assist in their dissemination. Whoever has done so must seek forgiveness and repent, and advise those they assisted to avoid this reprehensible act. If they persist and it is possible for him to remove these applications, then let him do so.
